Mr Newland, you can change your IP address yourself. if you google 'how do i change my ip address' you'll get the instructions. pp banned me once earlier this year but i changed my ip address and was back in no time. much to his chagrin. :)

Depending on what kind of internet you have & your ISP, it's pretty simple to change your IP address.
If you have "always-on" internet, it is usually as simple as unplugging your modem (power, not the cable/phone line) for several minutes. It's best to do it for an hour or so. Most DSL/cable internet providers use rotating IP addresses and if you leave your modem unplugged it will assign your current IP to someone else after a little while. THen when you re-connect it will assign a new IP to you.
In the rare case that your ISP actually assigns you a specific IP address, you can simply call them up and have them change it. Just tell them that you have privacy concerns with your current IP address. Having a static IP address is something that you usually have to pay extra for, so I somewhat doubt that you would have an assigned IP. You never know though.
That assumes that he only banned a specific IP. Let's say your current IP is 72.22.33.444 and he banned that. Your next IP may be 72.22.33.111. Some servers will allow you to ban a whole range op IP addresses. SO he may have banned 72.22.** instead of a specific IP. This would likely keep any IP address you may get from your provider banned. It would also mean that anyone with the same ISP would be banned as well.
If you want to verify whether or not your IP has changed after you unplug the modem, there are a bunch of websites that will show you your IP address.

There is another type of ban that some servers will allow. It's called a MAC ban and it is more hardware specific. It would actually ban your modem or router or network card. That's a pretty sever type of ban though, and it would likely effect many other people as well. There are ways to mask your MAC address, but I'm not sure that it's worth it to get on DWC.
I used to admin an online shoot'em up game and we had to deal with this stuff to ban known cheaters from our servers.
