It's right there in the Constitution, Steve.

Mr. Sibson accuses Larry Sabato of trying to ruin the Constitution by suggesting that it might be time for the State legislatures to call for a Constitutional Convention. He's not.

Article V - Amendment: The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress; ...

there have been times in the last two decades when a Constitutional Convention might have been a good idea.

You are not being courteous to this reader. BUt you are being more fair to me than Sabato is being with Thomas Jefferson. Your readers will have to find my other comment to know those details.

Nothing in this post suggests that we have to have a constitutional convention every 19 years. Again, you manipulate the truth so that it becomes a false accusation. Again, if your readers need to know what I am talking about, they have to find the other comment.

I left your comment on the Sabato thread because that's where the conversation is happening. It's obviously not happening on this thread, as you have yet to address the point made in the post.
