Larry; "Voters" and "Rapid citians" are 2 entirely different numbers. There are thousands of registered voters that arent here anymore. Skews the numbers badly. The percentage of Rapid citians that vote is much higher than "voter turnout".

As chair, mayor or president, is it not your duty to bring forth the plan from the council elected by the people to represent them?
I believe the voters of Rapid City will be heard and well represented by their council across all bases.

So, the largest population growth in Rapid City is from the rez and they are largely discouraged from registering to vote, right?
Who is discouraging them ?, I dont know if thats the case, I sure hope not.
But, once registered, at the mission for example. They stay a registered voter for about 10 years, here or not.

In Rapid City elections. They may have registered in home precincts and moved to town. I believe they are under registered on purpose.
