IM 13 will fail

East River votes are in and it's ugly. There are not enough voters in the West to carry the day. Compassion loses to the last-minute spin by the opposition, which tried, successfully, to scare the electorate into not reading the bill and believing that the bill was about potheads wanting a legal loophole rather than allowing suffering people access to an herb that would ease their pain.
