From a news item in today's Rapid City Journal: "The city of Belle Fourche is considering an ordinance that would require taxi drivers be able to speak, read and write in English."
Maybe if I repeat the sentence, and change its color and font, it will make sense.

Maybe the ordinance should read "sheepish" instead of "English?"
