So anyone here concerned that we have an engineering department in Rapid City, employing several licensed engineers, and yet every time we need someone to design something, we farm it out to companies that employ engineers we've fired?
More than $1 million is up for grabs in two weeks. How many top notch engineers can we hire for $1 million? That's a lot of dough! What do our city engineers do except draft Requests for Proposals?
