Do conservatives support or oppose cannabis decriminalization?

Is there a "conservative position" on cannabis? What is it? Why?

I know what some self-identified "conservatives" say, and it is not consistent from one to the next.

Buckley supported the decriminalization of all drugs declaring that the War on Drugs was a consummate failure and ultimately destructive. He is the father of the modern conservative movement.
